About Mission Bwiswmuthi

To bring citizen centricity and transparency in providing various land & revenue related services, the Government in Bodoland Territorial Council(BTC) has taken up a revolutionary step towards digitizing the land records of all the Revenue Villages of Bodoland Territorial Region(BTR). Though the initiatives were taken a few years back, total digitization of the land records of all the Districts of Bodoland Territorial Region with proper validation could not be achieved due to various reasons. Further, rendering online services to the citizen with respect to various land revenue related services also could not be made possible. With rapid development in the land administration system in the State and also availability of providing online services through Mission Basundhara, The Bodoland Territorial Council Government had also decided to make its entire land records available online with the facility to the citizens to apply online for various land and revenue related services. Further, Hon’ble Chief Minister of Assam Dr. Himanta Biswa Sharma while addressing the gathering during the two years’ celebration of the present Government at Kokrajhar appealed that the Bodoland Territorial Region Authority should also adopt a special Mission like Mission Basundhara to facilitate online services to the citizen of BTR particularly on land and revenue matters as most of the people have in facing enormous problems in this sector. The Chief Executive Member of Bodoland Territorial Council Shri Pramod Boro envisioned to launch “Mission Bwiswmuthi”- a portal enabling the citizens of BTR to apply for various land and revenue related services online. The responsibility was entrusted with the Director of Land Records & Surveys, BTC to conceptualize and materialize the Mission. Bodoland Territorial Council is the first and only Sixth Schedule Council in the entire North East to digitize the land records of all its Revenue Villages and facilitate online land revenue related services to its citizens. In the journey of this achievement, assistance and guidance were received from the Department of Land Resource, Government of India, Revenue & DM Department, Assam, Director of Land records & Surveys etc.,Assam, DITEC, Assam, ARIAS, Assam, NIC HQ at Guwahati and many others.


The present Mission (Mission Bwiswmuthi 1.0) focuses on providing the following services :

1.Mutation by right of inheritance

2.Mutation After Deed Registration

3.Partition

4.Reclassification of agricultural land to non agricultural land less than 1 bigha

5.Allotment certificate to Periodic Patta(AC to PP)

6.Conversion from Annual Patta to Periodic Patta (AP to PP)

7.Area Correction

8.Striking out of name from patta

9.Name Correction

10.Mobile Number Updation

11.Certified Copy of Jamabandi

12.Certified Copy of Chitha
